CSS file resources are merely something that's available to you as a developer. You can still use anything you had used in R5. An "end-user" would need Designer access to modify the CSS file resource, either using the Designer client or WebDAV. An Editor-level user could modify a NotesDocument, and attachment to a NotesDocument, or a series of "keyword" documents displayed as a stylesheet in a view (articles on CodeStore.Net and DominoGuru.com explain).
